Toronto Tax Code Makes Retail Stores Vacant - Sept 1/2012

According to Mike Layton, son of former NDP leader Jack Layton, the way the city’s tax codes are set out leaves little or no incentive for Landlord’s to fill their vacant properties quickly. When the city offers a 30% tax break to Landlords for property that remains vacant this becomes rather an incentive to hold out for tenants who can pay more rent.

“With property values being what they are … you need to command the biggest rent, and that will end up being a restaurant,” Layton explains. “It’s good for our culinary culture, but it’s not good for the balance on the street.” Still, Layton has put a proposal before City Hall that would reward landlords for taking on less lucrative tenants, including community organizations, rather than letting properties lay fallow. “The property owner [would be] given a tax credit to house one of these organizations,” he explains. “Places that aren’t being rented can have one of these organizations in on a month to month lease, and if [the landlord] can find a full-paying tenant, they can move them in.”

Dufferin Grove Park: City Wants Accountability

Dufferin Grove Park hosts many community events and gatherings. However, Dufferin Park as we now know it may be in trouble because of trouble caused by a lack of accountability for the money being spent. In May the “Friends of Dufferin Park” organization received a notification from the internal auditor, who wished to enforce more accountability with the way money handling in the park was taking place.

Currently duties such as the running of the Dufferin Park Farmers Market and skate rentals are handled by the Centre for Local Research into Public Space (CELOS) and volunteers. CELOS is a supposedly non-profit corporation run by unelected members. However, because of the structure of this group, city officials worry that there is no accountability for money with the CELOS.
